President

Rayland Goswick

Sergeant Rayland Goswick has been with the Department since 2005. He obtained a Mater Peace Officer License and is currently assigned to patrol as a Sergeant on evening shift South Division. Sergeant Goswick spent time in Special Operations /Crime Suppression Unit as a Detective prior to promoting to Sergeant.  In 2019 he promoted and moved back to patrol. Sergeant Goswick enjoys the opportunities that patrol offers with an ever changing set of challenges. He holds many certifications including TCOLE instructor, Firearms instructor both rifle and pistol, Marine Safety Officer, FTO, and Bike certified. Sergeant Goswick grew up farming and ranching and was a High Voltage Lineman for an electric cooperative prior to moving into police work. In his free time he enjoys all pursuits of the outdoor.

Vice President

Matt Boggs

Detective Daniel (Matt) Boggs has been with the Lubbock Police Department since 2001. He has a Master Peace Officer License and is currently assigned to The Special Victims Unit as and works ICAC cases.
Detective Boggs has worked in Patrol, Gang/Vice, Narcotics, Family Crimes, and SVU. Det. Boggs holds many certifications including TCOLE Instructor, Firearms Instructor, Crime Scene Officer, Field Training Office, Bike Patrol Officer, and is a former member of the Honor Guard. Detective Boggs is trained to download and analyze phones as well as image and to process computers.

Detective Boggs has been a member and has been involved in LPPA since approximately 2012 and has held positions on the executive board to include secretary, treasurer, vice president and president.
Prior to working at the Lubbock Police Department, Detective Boggs was a Sergeant in the United States Marine Corps.

In his free time, he enjoys the outdoors, riding motorcycles, and working out.

Treasurer

Andrew Skipton

Officer Andrew Skipton began his career with Lubbock PD in 2020. He holds an Intermediate Peace Officer License and is currently assigned to the patrol division working evening shift. Officer Skipton holds certificates as a Crime Scene Officer, Intoxilizer Operator, Stop Stick operation, Patrol Rifle and Less Lethal Shotgun. Officer Skipton began serving on the LPPA board in 2021 as a shift representative for East Evening shift. Officer Skipton has since been elected to Treasurer of LPPA and remained in that role since 2022. Prior to his employment with Lubbock PD he worked as a wildlife and cattle ranch manager in central and far west Texas. Officer Skipton additionally works as the field representative for the Texas Municipal Police Association covering 52 counties in the South Plains, Permian Basin and Panhandle regions of Texas. In his free time he enjoys watching college football, running with his dog, and playing golf with friends.

Derick Smith

Derick Smith is a graduate of Lubbock Christian University in Lubbock Texas. Derick has served as a member of the Lubbock Police Department in Lubbock, Texas since 2013 and holds a Master Peace Officer license.  He spent the first years of his career in the Patrol Division, serving on various shifts and special units, including the Field Training Officer program, Bike Patrol and the Special Response Group before being promoted to the rank of Detective in 2019. He currently serves as a member of the Lubbock Police Department ICAC Unit and the Dallas ICAC Task Force. Derick has been a member of LPPA since 2013 and has served as the LPPA PAC Treasurer since 2022. In his free time, Derick enjoys spending time with his family, camping, and mountain biking.

Michael Everette

Corporal Michael Everette has been with the Lubbock Police Department  since 2005.  He has a Master Peace Officer License and is currently assigned to Traffic as a Motors Officer. Corporal Everette has spent his entire career working in Patrol or Patrol Support. He holds many certifications including TCOLE Instructor, CSO, FTO, Accident Investigation, MHPO, Intoxilizer Operator, NAPD Instructor, Motorcycle and Bike certified and has been a member of the Honor Guard for 18 years.  Corporal Everette has served on the Lubbock Professional Police Association Board in some capacity since 2007, and enjoys working with officers to improve the quality of life within the Department.

Prior to working with the Lubbock Police Department, Corporal Everette was an Automotive Technician.  In his free time, he enjoys camping and anything automotive sports related.
